A spruce or jungle sapling can't grow if it's part of a 2×2 square of saplings that doesn't meet the requirements for a giant tree. Except for giant jungle and giant spruce (as noted above), sapling growth is not affected by nearby blocks on the same level as the sapling(s).

With he current Drop rate and an axe with fortune 3, I made 1 bonus sapling of 9 trees my tree farm in survival, it is barely sustainable and it is greeley tree removal frustrating to have to use a third party plug in to even find a jungle biome and then travel the block to cut down a huge chunk of it for not even half a stack of saplings and then barely having enough sapling.
Mar 09, I don't know what the deal is, but rate of sapling drop from jungle trees seems to be quite low compared to other species. I find it kind of annoying having to enchant my tools with Fortune just to have a probability of a bit below what the rest of the saplings have (% with fortune III according to the wiki, against 5% on any other sapling with no fortune).
